Fixes for the slack functional test yaml file (#3299)

* Remove quotes from azureSubscription: parameter.

* Use string instead of var for azureSubscription: argument

* Set tag build task to not fail the build.

* Delete BotGroup, BotName vars from yaml file.

* Fix build number format

* Comment fix

* Remove Delete Resources task for debugging.

* Enable 'Delete Resources' task
