Utils\Lists: add new getOpenClose() utility method

This adds a new utility method:
* `getOpenClose()` - to retrieve the open and close brackets for a long/short list in a PHPCS cross-version compatible manner. Returns an array with an 'opener' and a 'closer' key or `false` if not a long/short list.
    While this may seem a simple operation, the method will save on code duplication for standards which need to do this in several sniffs.

Includes unit tests.
