Add an Atom feed for results we've recorded

Each item in the feed contains some custom XML elements with useful IDs
and so on:

  <post_id>14402</post_id>
  <winner_popit_person_id>123456789</winner_popit_person_id>
  <winner_person_name>John Imaginary</winner_person_name>
  <winner_party_id>party:66</winner_party_id>
  <winner_party_name>Official Monster Raving Loony Party</winner_party_name>

  <user_id>1</user_id>
  <constituency_name>Argyll and Bute</constituency_name>
  <information_source>BBC TV news</information_source>

... for programmatic use.  This records all result events, so it might
include a result for the same constituency more than once if there's a
correction in the later events.
