ctags: handle BindGlobal, BIND_GLOBAL, DeclareSynonymAttr

With this patch, the `tags` file generated by `make tags` will cover
additional symbols, namely those defined by `BindGlobal`, `BIND_GLOBAL`
and `DeclareSynonymAttr`.
