Enable logging for all components, remove print stmts

This change creates a logger under the single name 'yarn_api_client'.
It is made available to components via the accessor method: apiLogger().
The default logging level is INFO and the level, as well as the
log and date formats can be modified via the environment variables
YARN_API_CLIENT_LOG_LEVEL, YARN_API_CLIENT_LOG_FORMAT, and
YARN_API_CLIENT_DATE_FORMAT, respectively.

Since the urllib3.connectionpool module frequently logs things under INFO
- which should be under DEBUG - I've set its log level to WARNING and
allowed it too to be adjusted via an environment variable (URLLIB_LOG_LEVEL).

The previous INFO log statement has been changed to DEBUG and I've
added timing results for the request. In addition, the previous print
statements have been replaced with calls to apiLogger().warning().
