travis: Cleanup

Fixes and cleans up a number of issues with the travis builds:
 1) Drops the xenial and trusty builds
 2) Adds Fedora 31 and Ubuntu 19.10 (disco) builds
 3) Uses a script to perform build steps so it's easier to reproduce
    locally
 4) Moves the CI files to the ci directory instead of the hidden .travis
    directory
 5) Drops the exclusion of clang on ubuntu bionic. Travis appears to
    have fixed this (CXX is now "clang++" instead of just "clang")
