feat: sprint velocity simulation (#638)

* feat: sprint velocity simulation

- defaultVelocity it's now calculated in deserealize() from
  'app/assets/javascripts/models/beta/project.js'
- add current sprint velocity value in the nav.
- add number input to simulate the current sprint.
- update tests from
  'specs/javascripts/models/beta/iteration_spec.js'
