added goreleaser configuration for pushing a tap to github.com/nats-io/homebrew-nats-tools. (#245)

to install from homebrew, after the tap is published:

- brew tap nats-io/nats-tools
- brew install nats-io/nats-tools/nsc

To uninstall:
- brew uninstall nats-io/nats-tools/nsc
- brew untap nats-io/nats-tools

Note that the repo hosting the taps is called homebrew-nats-tools, which the homebrew
tooling infers.
