Allow registering hooks in entry type blocks

There is no entry/entry type specific handling of hooks yet. Allowing
to register entry type specific hooks does not hurt, though, since
they all end up in the global configuration. The concept of an entry
type specific hooks makes sense, though. Adding the delegate allows
wrapping plugins that register hooks in `for_entry_type` blocks.
