Create ts-node script to fix jison error report line numbers

Before this commit, `npm run fix-jison-error-report-line-numbers`
executed a `sed` command using MacOS syntax.
MacOS sed syntax is incompatible with GNU sed syntax, so this script
failed on non-Mac machines (such as in Travis CI).
This commit fixes this problem by using a platform-agnostic node script
instead of sed.
