Remove patch from the requirements versions so it works as intended.

I was using `pyyaml ~= 5.1.2` with the intention of saying `pyyaml >= 5.1.2, pyyaml == 5.*`
but, because I included the patch in the version number, setuptools really interpreted it
as `pyyaml >= 5.1.2, pyyaml == 5.1.*` :scream:.
