Remove Python 3.4 and test against Python 3.8 (#157)

* test against python 3.8 dev, remove python 3.4 (EOL)

* remove py3.4

* remove py3.4

* link to pillow

* specify content-type for long_description

* add project_urls

* add python_requires

this restricts this library to python==2.7 and python >= 3.4 (and < 4.0). I don't think we should limit it to python >= 3.5 because afaik existing projects running python 3.4 would be unable to upgrade.

* travis: test on ubuntu 18.04

* qa: install flake8-2020 plugin

* revert flake8-2020
