fix: ensure `data/oauth2.sql` works for sqlite3

The database is used in unit tests, which use sqlite. The latest changes
to the database made it unusable for anything but MySQL. The changes in
this patch should work across any database that understands ANSI SQL,
with the potential exception of how autoincrement is defined.
