Update to revision af28b719e6 of Core [ECR-4046] (#1314)

Updated Exonum to the new revision, enabling
stopping services support (in core).

The list of changes:
* startAddingService -> initiateAddingService
* commitService -> updateInstanceStatus. Added new parameter instanceStatus. Documentation altered slightly and requires more work in other PRs.
* Actual protobuf sources for the revision
