Migrate to transactions as service methods [ECR-3994] (#1307)

Migrated service runtime and services to transaction methods:
- ServiceWrapper now uses TransactionInvoker to discover
and invoke transactions as service methods.
- Transaction is made an annotation; TransactionConverter is removed.
- The service classes are now required to be public so that the methods
are discoverable.
- All services has been migrated to define transactions as methods.
