Developement for the migration of pan compara to compara

this commit includes modification in:
      conf/pan/production_reg_conf.pl with edition of the pan compara master
      .../PipeConfig/Pan/PrepareMasterDatabaseForRelease_conf.pm: it includes the list of genome treated by pan compara
      .../RunnableDB/PrepareMaster/UpdateGenomesFromMetadataFactory.pm : it includes modification to take into acount that pan does not take the list of genome
      from the service metadata but only from the list defined in PrepareMasterDatabaseForRelease_conf.pm
      The mosdification implement as well a test that the genome is present in the master database . this work for all divisions.
