Exchange support (#138)

* issue #137 - initial work on exchange transactions

most of the coding done, need to figure out/write some tests

* issue #137 - fixing names of offer types

* issue #137 - finished implementation of mappings and tests

test now run for all exchange transactions without issues
need to add few more tests

* issue #137 - e2e tests finished and static data for jUnit updated

* issue #137 - cleanup and finishing tests

* minor refactoring on the network type handling to improve coverage

* enhanced datasets to include config and version txes

* updated changelog prior to the release
