[theme] Fixed menu (some previous changes were not necessary)

I readjusted the height of the menu without noticing that it
was not necessary because already handled by JS.
It was simply necessary to make sure the JS is always loaded
(before was being loaded only if "openwisp_menu_items" was
not empty, which is the case of the test project of
openwisp-utils, so the height of the menu in the test
enviroment here was not being automatically adjusted.
