Prepare Debian downstream release 0.13.1-1

* Update d/changelog entry
* Update d/rules to not skip tests on build
* Add patch to fix interpreter issues (see patch header for more
  infos).
* Update d/rules
  - Change section from devel to utils. This was @h01ger's
    suggestion for in-toto and seems to fit for sslib too.
  - Add required build dependencies, we need now that we run the
    tests.
  - Set "Rules-Requires-Root: no" for good practice
  - Add gnupg2, python3-cryptography, python3-nacl to recommended
    dependencies. securesystemslib runs without them, but with
    fewer features and worse performance.
  - Bump Standards-Version to 4.4.1
