fixes an issue with loading the syslog module on Windows

This commit will wrap the syslog import in a try...except block and set the
SYSLOG_AVAILABLE constant in the utils module accordingly.  The syslog module
is used to send message to the local syslog for onbox applications and is not
needed for Windows based installs
