feat(emerg): update FCPS emergency info in a Celery task

Closes #926

Note that this leaves the existing update framework mostly in place.
This is intentional -- it allows us to cleanly fall back on the
(inefficient) strategy of updating emergency information in the views if
RabbitMQ, Celery, or Celerybeat stop working.
