Change Functional tests to use attribute instead of compiler directive (#3124)

* Add test attribute [TestCategory(FunctionalTests)]. Remove precompiler directive #if !FUNCTIONALTESTS.

* Add dotnet test filter TestCategory!=IgnoreInAutomatedBuild&TestCategory!=FunctionalTests to yaml script.

* Clean up fiunctional tests filtering change.
