Both Review panels can be now read-only (#1756)

* Both Review panels can be now read-only

A bool variable has been introduced, so links in Activity log can modify default behavior - which is to show review form in those panels (unless review had already taken place).

* Review Panels now have named parameters, so function opening a Review Panel can be called like this:

   onReviewApplication({ issue, index, readOnly: true })

instead of:

   onReviewApplication(issue, index, true)
