[#28] First go at RDF generation using rdflib

RDF Profiles now have a `graph_from_dataset` method. This takes a CKAN
dict and updates the class RDFlib graph with the necessary triples. The
`RDFProfile` base class contains many useful helpers to make the thing
easier.

`RDFParser` has a `serialize_dataset` method that basically forwards all
the serialization work to RDFLib.

The whole thing is hooked into an action function and a controller
endpoint so you can access the DCAT serialization from
`http://<catalog>/dataset/<dataset-id>.<format>`, as with the current
(broken) RDF templates.

The CLI command has also been updated.
