Boost SCP read/write performance

 - Push `read` and `write` down into `SCPConnection`
   This matches the API of `rig-scp` better and results in a slight
   performance boost.
 - Remove value/type checking from SDP/SCP packets
   This was of dubious utility and removing the checks results in a
   significant performance boost.
 - Neaten SDP internals.

SCP is now well-and-truly IO bound.  On my locally connected spin3 board
I can reliably hit 8-10Mib/s on 10MiB transfers to chip (0, 0).  For
reference this slightly outperforms ybug on the same test.
