WiP: replace get_person / update_person with PopItPerson methods

This is quite a big refactoring; the intent is to make handling a person
in code less confusing. Previously, you could either get information
about someone for use in a template, say, via the PopItPerson model, or
via the multiple return values from get_person. This was annoying and
didn't make much sense. This commit removes candidates/update.py and
moves its functionality into methods on PopItPerson.

This is work-in-progress because of a couple things left to do:

  - Add get_absolute_url

  - Check that the group-based authorization for various actions still
    works, and add tests for them:

    * Document Uploaders
    * Photo Reviewers
    * Trusted To Lock
    * Trusted To Merge
    * Trusted To Rename
