allow enable autorebuilds with skip-build for non-existent tag

when setting autorebuilds with skip-build, retry imagestream_tag
only for short time, that will cover race with PUT, and if
after that time imagestreamtag still doesn't exist we will just
update triggers, without updating lastTriggeredImageID, which is
preventing from triggering new build (since tag doesn't exist,
it won't trigger build immediately, but when tag is created in repo)
