Add autosuggest prompt toolkit extension

This adds a component of prompt-toolkit, the autosuggestion module.
This module gathers information from the file history to augment the
suggestions for parameters in the repl mode.

This pr changes:

1. pywbemcli.py to add the capability.

2. config.py to add a flag to enable or disable this capability.

3. Documentation to describe the capability.

There were no tests added.
