args() function (#305)

* added `args()` function

Returns the number of arguments to the current script, including
the script itself.

* add unit test for args()

* Modify behavior of args() to return a list of args instead of the count

* Bump to version 1.8.3

* Add validateVarArgs routine to validate parameter signatures with variable argument lists

* Modify env() to alternately accept a second paramter to set an environment variable
