ir/constant: reimplement gep result type computation

Move gep result type computation code to internal/gep, in hope
that we may share this code between gep instructions of package
`ir` and gep constant expressions of package `ir/constant`.

Also, remove a lot of invalid test cases. These were located by
running `sift -x ll -l "RUN: not llvm-as"` in testdata/llvm.
