Fixes for Learning2Search Subsystem (#2176)

* Fix an AccessViolationException in Search LDF

* Note that there are still issues to be debugged in Search LDF, but it will no longer crash here absent a shared example, when the last action is the best.

* Fix oracle generation in LDF-based SequenceLabeler example

Right now the expectation is that oracle values index from 1, due to how multiclass labels are set up, throwing an assert for oracle values of 0.

The fix is to use the label as the oracle value.

* Fix example dispose in Convington DepParser sample

* Fixup oracle generation in CovingtonLDF so it does not crash, but it is still not fully functional

* Fix example dispose in test_search.py

Due to ambiguity for single-example or multi-ex disposal, we changed the way examples are disposed which removed the __exit__ call.

* Fix disposal in Python Search bindings

* Also removes __enter__ because corresponding __exit__ does not exist.

* Fix example cleanup and some oracle generation in Search Example Notebook

* Disables LDF-based complex task with broken oracle generation
  Remaining work is being tracked by #2175
