Add KeySuffix and CompatibilityMode to CosmosDbPartitionedStorage (#3058)

* Add KeySuffix and MaxKeyLength to CosmosDbPartitionedStorage

* Remove redundant call to TruncateKeyIfNeeded.

* Do NOT add suffix to RealId (this would require changes to BotState).

* TruncateKeysForCompatibility setting instead of MaxKeyLength in CosmosDbPartitionedStorage

* update CosmosDbPartitionedStorageTests

* Change TruncateKeysForCompatibility to CompatibilityMode.  Use PartitionKey.None for CompatibilityMode (enabling opening containers which were created using CosmosDbStorage with CosmosDbPartitionedStorage).

* Add support for using older containers to CosmosDbPartitionedStorage (those created with CosmosDbStorage and /_partitionKey).
