Explicitly prevent signup w/o lecture attendance

We already tell participants on the home page that they may not attend
without having attended lectures. However, we didn't actually prevent
them from signing up (we instead relied on leaders to verify that
everybody attended lectures).

For Winter School 2019, we also enforced lecture attendance, but with a
hackish temporary implementation that never made it into version
control. WS 2020 will have the same rules around lecture attendance!
