908: Apply NEP-29; add Python 3.7/3.8 r=hgrecco a=crusaderky

Closes #906 (pending agreement).
Closes #871.
Add formal support to Python 3.7 and 3.8.
Drop support for uncertainties versions more than 2 years old.
Actual code cleanup is out of scope and left to a later PR.
