Add Configurable interface [ECR-3590] (#1234)

Added Configurable interface corresponding to `exonum.Configure`
and its support to ServiceWrapper.

As the Rust runtime, the Java runtime also performs caller authorization,
allowing only the supervisor service to invoke operations of Configurable
interface.
