extraction.base_parser and its tests enhanced.

extraction.base_parser.Parser.parse():
    - setting `workhorse` back to `initial` moved to the end of method - Parser
      object is now set back to initial state *after* it finished one parsing
      run, rather than before starting next run; this should work even if
      exception occurs while parsing
    - added appropriate note in docstring
test.unit.datawork.spectra:
    - created missing tests for extraction.base_parser.Parser
