feat: add #UsePackage

The new preprocessor instruction #UsePackage loads the specified
package installed in ~/.form/. If the package is unavailable, the
command will try to download and install it. Decent Unix shell and a set
of commands (including Curl) are assumed to be available via the
system() function.

Example:
  #usepackage benruijl/forcer@v1.0.0
