test: Update setuptools for appveyor builds

This should fix the following build error:

error in tuf setup command: 'tests_require' must be a string or
list of strings containing valid project/version requirement
specifiers; Expected version spec in mock; python_version < "3.3"
at ; python_version < "3.3"
