nm: Don't block on DHCP when activating virtual device

Treat virtual device IP_CONFIG state as activation finished.

Previously, the code only hook on 'state-change' signal of
active connection which is not sufficient to track the device
state of IP_CONFIG. This patch add code to hook on 'state-change'
signal of device.

Also don't rely on the first device of NM.ActiveConnection.get_devices()
but set explicitly when creating libnmstate.nm.ActiveConnection object.

Test case added: activate an empty bridge with DHCP/Autoconf enabled.
