Clean up lottery code, add handler tests

We should start making the contract between lottery modules more
apparent by naming methods appropriately - private methods should be
prefixed with an underscore.

Additionally, the fact that all participant objects expect a pairing
annotation should be made clear by moving that functionality into its
own method.
