refactor(printers): lower printer list cache expiration time

Currently, operations such as renaming printers require manual
intervention to clear the cache. This change ensures that will not be a
problem.
Testing has also shown that get_printers() is very fast (on the order of
0.027ish seconds per invocation with no cache), so efficiency is not a
major issue.
