Switch to Go modules

Had to move some things around:
* generate the resources package into the source tree instead of GOPATH
* introduce the new tiny main package, rename all the rest into an
  importable non-main.
* drop the go_get build tag, which was seemingly no longer used anyway
* move to another fork of go-bindata, the older one is unmaintained
