nm device: Mark device as managed before activate

Due to bug https://bugzilla.redhat.com/show_bug.cgi?id=1772470 ,
when activating the profile against unmanaged interface, NM will
fail with error:

    The device 'eth1' has no connections available for activation.

Fix by workaround: explicitly mark device as managed before activating.
