DEC-218:
-Not sure if we need this just yet, but I've added the dalli configs as an optional way to start the development environ. To use, run 'DALLI=true bundle exec guard'
-Added a fresh_when call to ItemsController::index. Just doing fresh_when(@items) appears to change the etag any time any of the objects are updated, so it should be a good start.
