test dhcp: Use polling on DHCP/Autoconf state

The DHCP/Autoconf integration test cases might fail as 5 seconds sleep
might not be enough for DHCP client to finish its work.

In stead of increasing the sleep time, use polling(check every second)
on DHCP/Autoconf states with timeout 20 seconds.
