Adding or_fields parameter to ProdCons filtering

Example:
/api/aggregations/?party=117&region=1&or_fields=party,region

This will allow the endpoint to return all values corresponging
to at least one of the criteria.
OR-based filtering can be combined with AND-based filtering
(e.g. by adding a reporting_period=20 param to above query, results
list will only contain entries for which reporting_period == 20)
