Commit Message

Drop CI for PHP 7.1 and add for 7.4

PHP 7.1 is end-of-life on 2019-11-30 and Monolog 2.x requires >= 7.2, so it's time to drop 7.1.

Likewise, it's time to add 7.4 in preparation for a stable release.
