Feature: Namespaces\UniqueImport sniff

Check if the class/function/constant is imported only once.
Check if the name is used only once.

The same name can be used for class, function and constant.
Class and function names are case insensitive, constant names are case
sensitive, and also namespaces are case sensitive.
