[#1191][#1195] Fix pointer drag move binds to wrong actor and scroll warning (#1208)

## Changes:

- Add visual test
- Add new `ex.Engine.input.pointers.triggerEvent` method for easy event synthesis
- Update the scroll wheel options to avoid the error seen in #1195 
- Update excalibur event stack to remove shared mutable state
- Update tests
