Change XHR response listener to onloadend in xhr effect

* Neither onload nor onerror get called on XMLHttpRequest request
  timeouts, so we don't get any response at all if a request times out.
  Onloadend on the other hand gets called for any load-ending
  conditions, even onabort and consequential ontimeout
  (see https://developer.mozilla.org/en-US/docs/Web/API/XMLHttpRequest/loadend_event)

  So with this change we can guarantee to eventually trigger either the
  onSuccess or the onError event of the xhr effect.
